Basically what's happened is the judge in Madison ruled the Republicans overplayed their hand and flouted established rules of legislative order. This ruling does not address the legitimacy of the union-busting law itself, but it's a clear repudiation of Republican heavy-handedness and a tacit tip of the cap to the Democrats who fled the state to block its implementation.
