So basically, the Republicans are forcing a government shutdown based on a budget proposal even the author of which admits has no chance of ever passing.

TIME Mag.: But let's be fair: There's no way this plan passes the Senate.

Rep. Paul Ryan: No, but let's say Conrad passes a budget...

TIME: But you'd be miles apart...
