"No-fly zone," "targeted air strikes," "NATO allies," "no ground troops," "minimizing civilian casualties"...it all sounds so pre-Gulf War, circa 1991. All that's missing are the scud missiles, though news footage of Kaddafi's ground-to-air defenses looks eerily reminiscent of Saddam's feeble armaments.
