Vicious Cycle, Downward Spiral

The worse off communities are financially, the more people they have to lay off, the less money unemployed workers have to spend, the more unemployment benefits the state has to pay out, the more homes are lost to foreclosure, the less sales/income/property tax revenue local agencies take in, the more people they have to lay off.
